No, that makes the amount used to pay for parking taxable.
See Publication 970.

Tuition, fees, books, equipment, and supplies required of
everyone (or everyone taking a particular course) are
qualified educational expenses; scholarship money that pays
for these things is not taxable to you.

If your scholarship pays for anything else, the amount is
taxable to you.

No, any portion of a scholarship or fellowship that is used
for tuition, fees, books (not personal expenses such as room
and board or transportation) by a degree candidate in a
qualifying educational institution may be EXCLUDED from
gross income. The balance however, must be included in gross
income.

Are the parking costs incured because of some work-related
education you're taking?

If you receive a scholarship or fellowship grant, all or
part of the amounts you receive may be taxâ€"free.

Qualified scholarship and fellowship grants are treated as
taxâ€"free amounts if all the following conditions are met:

You are a candidate for a degree at an educational
institution; Amounts you receive as a scholarship or
fellowship are used for tuition and fees required for
enrollment or attendance at the educational institution, or
for books, supplies, and equipment required for courses of
instruction; and The amounts received are not a payment for
your services.

You must include in gross income are amounts used for
incidental expenses, such as room and board, travel, and
optional equipment, as well as amounts received as payments
for teaching, research, or other services required as a
condition for receiving the scholarship or fellowship grant.

If any part of your scholarship or fellowship grant is
taxable, you may have to make estimated tax payments. For
more information refer to Topic 355 or to Publication 520,
Scholarships and Fellowships. You may access these
references at http://www.irs.gov

I'm wondering now. the OP MAY have been relating this to
the allowable deduction for mileage when one goes directly
from work to take classes (relating to that work of course).
speaking from experience of course, since I once upon a
time would drive two nights a week from my office on Harford
Road in Baltimore to the campus of Loyola working on my MBA
in finance. (know where that is, Dick?)

Try IRS Pub 17 for general question. No, transporation,
