Maryland in the late 90's and really liked it. It didn't seem as crowded as the areas of Virginia that I'm consider now (McLean, Fairfax, Arlington). It would be worth, though, if the tax advantage is there. Because the cost of housing, that you would wish to live in, is quite high the real estate taxes are quite high. Generally, Virginia was and to some extent somewhat pro business.
