Sounds like a simple thing to me. No income; no
deductible expenses.

As for the expenditures (NOT expenses) being possibly
charitable contributions for the benefit of state government
maybe, some validation from the university would be
appropriate.

He is retired. As such he is no longer an employee of the
university nor would he be a fee based official even if the
university is a state university. He is entitled to deduct
is his out of pocket expenses as a charitable contribution
if he volunteers his time to the state university and he
itemizes.
