I didn't really understand the OP, but if IRS abates tax it
will also abate related penalties and interest.

RRA98 allowed in very rare circumstances, to allow this,
Like elderly TP who< due to medical issues, dementia, etcneglected to file the tax return several years in a row of
which some have refundable credits of WH tax or over paid ES
tax.

But generally speaking, lame excuses are going to be denied.

Yes, you are credited with any payments, including
withholding, that you actually made. As for whether an
overpayment of one year can offset an underpayment in
another, I don't believe that was ever implemented (although
the Taxpayer Advocate has suggested it multiple times).

It would be good to hear from someone knowledgeable on this
topic. Seen several cases recently of folks who just didn't
file in much of the 90's. In some cases if they had been up
to date in previous years they would have actually gotten a
refund by filing it appears.

My impression is that earlier than three years ago, the
govt. keeps everything it has from the taxpayer (for lack of
a better name) and even may someday actually try to collect
what it is owned from earlier years disregarding any
previous overpayments.

I say it this way because it appears that at least one state
is actually going after some of this money, but I see no
sign of activity by the IRS.

Anyone have information on policy and actual practice here?

"They" will not automatically make your desired
calculations and refund penalties, nor interest, I dare say.

Your only hope is to apply with a letter asking for
abatement. this letter should include as an attachment a
copy of the original return and a copy of the 1040X.

However..... don't hold your breath.

and I hope someone here will be able to spare the time for a
definitive answer......If I file federal amended returns for
years that I had to pay penalties and interest(failure to
file-1989 through 1995)will I be credited the money I paid
