For your last comment first, I can assure you their job is
not to make is easier for people, neither you now us.
Sorry, but those are "just the facts, M'am."

Sounds like the first OIC was submitted back before there
was an application fee.

I'm tempted to ask if that tax pro you paid 1200 to was an
Enrolled Agent (EA)? I'm thinking not. One who is
skilled in OIC's should be able to interview you free of
charge and instantly assess whether or not you might have a
valid offer. If so, then the clock starts running.

Or was this tax pro one of those big firms advertising on
television?

For a referral near you, check out www.naea.org Not all
EA's do OIC work, but if you call three in your area, one of
them should know an EA somewhere that does.

The first OIC we sent was returned because they said we
failed to supply additional paperwork they requested, which
was untrue. We sent the requested paperwork, and I called
and offered to send it again, but they refused to reopen.

I then used the forms they sent back with the returned OIC
to fill out a new 656 and 433. They sent that back because
there was no application fee attached. However, in the
those forms they sent us, there was nothing indicating a fee
was required. Why the heck couldn't they have just
requested the check?!

I thought they were supposed to make this easier for people.
What a joke! Anyway, third time's a charm, right? I just
thought some sort of reference might help, especially since
we're going to deal directly with them.

MOST probably it was because they could/would get more from
you by collecting over the next five years than they would
accpeting your offer.
