Which name or names is/are on the business license(s)?

If any license has both, then it's a partnership. OR, ask

I have a couple of professionals.First he owned the business
then he married her in the same profession .She worked for
other people as an outside contractor then they switched he
worked for the other people while he decided wether to open
another office and she ran the office with the business put
in her name. Now for 2003 they are both running the same
office with no outside contracting, who knows what they'll do
in 2004.To me this is a partnership and should be filed as
