When you file your tax return (1040, 1040A, etc), you have
to enter your correct address on the tax return and that is
where it is sent. If you filed before moving you should have
(and probably still can) leave a forwarding address with
your post office that lasts six months (I think) but at
least long enough for your tax refund to be forwarded to
you.

Refund checks are supposed to be forwarded by the USPS but
in many cases the "undeliverable" check gets returned to the
government. If the check is returned as undeliverable, IRS
will post the credit back your account. If and when this
happens, IRS can input a transaction to reissue the refund
to your new address. You didn't say how long ago you filed.
If it's been more than 8 weeks, contact the IRS toll-free
line at (800) 829-1040 or visit your local IRS walk-in
office. You also need to notify IRS right away of your
change of address. The best way to get the address change
input quickly would be to visit your local IRS walk-in
office.

Assuming you have a bank account, this situation could have
been avoided by having your refund direct deposited.

I have moved to another state. I have a change of address
