Plans may allow or not allow changes to an election. If
they allow changes, those changes must be consistent with
the IRS regulations. Under the current regulations, a
change in family status does not include changing daycare
facilities due to a medical reason. You will not be allowed
to change your election.

It's at least a plan issue.

Default FSA for childcare - qualifying event for change?

My daughter attended childcare 1. Due to a medical
condition, she needs to change to a different daycare
(environmental smoke issue). This daycare is considerably
more expensive.

Since I have a medical reason I need to make this change,
can I change the amount I contribute? Is this an IRS issue
or a plan issue?

Thanks in advance

Susan E.
