If you arrange your tax situation so that you don't get a refund, then there would be nothing for them to hold. Of course, you still have to pay your income tax no matter what, you just don't have to pay extra. The idea is to have the withholding not quite cover your total tax, then pay just the remaining tax due with your return. It seems like it would be a good idea for you to consult a local tax professional - an Enrolled Agent or CPA.
