With good records, you're sitting in the catbird's seat.
And upon audit, or even correspondence audit by IRS, the
burden of proof shifts to them upon your disagreement. In
fact it shifts to IRS primarily.

No, I'm operating as a sole proprietor.

I've got my records, and they have theirs. It wouldn't
surprise my if they try to inflate what they paid me to try
to increase their deductions. They decided to have the wife
do the bookkeeping instead of the CPA they had been using,
and then things got really shady.

I got out while the getting was good.

I've been audited before, and it wasn't a pleasant time.
I'd prefer to avoid another round. Although watching them
get audited might be entertaining.

And the two drivers that worked for them didn't get W2's, so
it's not just me.

Are you incorporated? If so, no 1099 would be required.

a 1099 is not necessary. However I suspect this not to be
the case.

Howsomeever, don't sweat it. A form 1099 from the payor is
not necessary with which to file a tax return After all,
you have your records, right?

1099-MISCs (when required) are issued primarily help prevent
the nonreporting of income by the recipient - politically,
to stop or slow the underground economy. 1099-MISCs should
NEVER be used by the recipient as a replacement for proper
accounting of income. Your responsibility is to report the
money you earned on your tax return - your income may or may
not match the 1099 due to a variety of reasons.

There should be NO REASON you need the 1099 before you can
prepare your return.

Well, they're right, as far as their relationship with you
is concerned. The 1099 is for IRS's information, not for
yours. You prepare your return from your records. You
don't need a 1099 unless there was backup withholding.

I have not received a 1099 from one of the trucking
companies I leased a truck and driver to during 2003.

The local IRS office has been busy for days. Is there an
easier way to report this?

The amount is question is close to $12K, and the business
believes a 1099 is not necessary.
