Since Box 16 is reserved for "state wages, tips, etc", what
part don't you understand?

What is box 16? Is it still state wages?
If so, does that particular state have an income tax?

Box 16 (State wages, tips, etc.) is normally left blank in
states which do not have an income tax.

Normally, the amount that would be entered there would be
the same as in Box 1 -- unless your state has special rules
which apply.

Maybe if you named the state in question, someone could
offer advice.
