Only ad valorem taxes are deductible. A $25 registration fee
is not deductible. If you pay 1% of the "value" of the car,
then that tax is deductible.

State registrations fees: NO
City & Town property/excise tax: YES

No, since they are not ad valorem.

If that's like the personal property tax in many other
RI towns, it will be as those are ad valorem. Ask
your client to be sure.
