Your mother must apply for an Individual Taxpayer
Identification Number (ITIN). The application is submitted
on IRS Form W-7, which must be attached to your original
return. The original return, with completed Form W-7 and
authenticating documents attached, has to be filed with IRS
at the following address:

Internal Revenue Service
Philadelphia Service Center ITIN Unit
P.O. Box 447
Bensalem, PA 19020

For more information, see IRS News Release 2003-140.

Default Can I claim non-resident as dependent?

My mother in-law came from Dominican Rep. and has lived with
us since early last year. During that year she has applied
for residency, and although we have heard back that the
forms are being processed, she still doesn't have a SSN. I
understand it will take about two years for her to receive
one.

I was wondering if there is any way I can claim her as a
dependent. My wife says her mother has an "alien card #".
I'm not sure if that means anything to the IRS.

Any help would be appreciated.

Thanks
