Since you say the "revenue authorities" claim you are not manufacturing I would suggest you start your search by asking them what they are basing their definition on. They should be able to provide you with a citation to the actual law or regulation they rely on. Once you get that, you can then go to a law library (frequently located in the Courts of Appeals Buildings in most state capitals - with FREE access) and look it up for yourself.
