if you are a WTO manufacturer then you should be filing
quarterly and monthly reports with the Dept. of Commerce -
check the official federal Dept. of Commerce web site -

First - toss your dictionary out the window. You do NOT
need a dictionary definition. What you DO need is a
STATUTORY definition - how does the law define manufacturing
in your jurisdiction?

Since you say the "revenue authorities" claim you are not
manufacturing I would suggest you start your search by
asking them what they are basing their definition on. They
should be able to provide you with a citation to the actual
law or regulation they rely on. Once you get that, you can
then go to a law library (frequently located in the Courts
of Appeals Buildings in most state capitals - with FREE
access) and look it up for yourself. If you find they are
right, then they are right. If you find they are wrong, or
think they have interpreted the law incorrectly then you
should seek out a professional.

Default definition of manufacturing under WTO

we are looking for a definition of manufacturing under WTO.
We are converters of paper with facilities for sheeting,
slitting and guillotine cutting. Our revenue authorities
claim that this is not manufacturing.

Manufacturing is the transformation of raw materials into
finished goods for sale, or intermediate processes involving
the production or finishing of semi-manufactures. It is a
large branch of industry and of secondary production.

This is the definitionn we got from the dictionary.
