That is correct - there must be an entry in box 11.
Otherwise, you don't know WHICH state the withholding in box
10 pertains to. The problem is the company's.

I had thought it mean the state ID #, as he said, so I just
looked, and at least the 2002 form asks for two things:
state/state ID#, all in one block.

Is it asking for an ID number? If so, does he have his
copies of his 2002 (or earlier) W-2 form? The number would
be on it.

Or does it just want the name (or abbreviation) of the
state?

Very simply fill he box with 7 zeros. Ought to work.

TurboTax is overprotective.

Try putting your state Post Office 2-letter abbreviation in
box 11.
