Sorry, your understanding is correct. Wish they could fix it
but at this time you'll have to file and get the refund to
distribute to the beneficiaries.

As I recall, only estimated tax payments or "backup
withholding" can be allocated to the beneficiaries.
Otherwise, the estate must seek the refund. Meanwhile, the
beneficiaries have to pay their share. Bummer.

Default Credit withholding to benficiary of an estate (1041)

I had federal taxes withheld from income to an estate. My
plan was to distribute both the income and credit the
withholding to the beneficiaries, but now that I am working
on my k-1s, it appears that only estimated tax payments can
be credited. Is my understanding correct, or can
withholding be considered equivalent to estimated tax
payments in this case?
