They're not exempt. They both need to file federal tax
returns. The MD filing threshold is $7800. However, they may
want to file a state return to obtain a refund of taxes
withheld.

I HOPE you claim them by virtue of the fact you furnish more
than half their support. Not enough they be full time
students.

In that case, e.g. you legitimately claiming them, they
each must file, and sounds like each one's federal tax will
be a shade over 200$.

Not conversant with Maryland income tax, since I haven't
lived there in over 30 years.

Nope. The maximum that your dependent can earn without
paying federal taxes is $4,750. I don't know about
Maryland.

Both of their earnings are below $7000 annually. Are they
exempt from paying Federal and State income taxes? I claim
them both on my taxes. We are in Maryland.
