Reality is that for most individuals this isn't their problem--if their preparer is required to efile, well so be it. Since the legislature provided that the individual can opt out, any taxpayers that really object to the concept have a fix, which means only the preparer community is going to be opposed. And there's not enough of us to pose a realistic threat to the elected officials--but the monetary savings they see in their budget can be used in ways that can buy larger blocks of votes. While the IRS probably won't be able to mandate (read blackmail) us into efiling, they are doing it through the back door - the states. As a result of recent state budget shortfalls (real, imagined, perceived or whatever) the states are passing their administrative functions, along with related costs onto us. I am involved in the NJSCPA and currently am on a task force to try and deal with the issues here in NJ. The state is completely deaf to the administrative burden. But they might be willing to listen to a liability type of perspective. From what I hear informally, NJ will implement mandatory efiling in the next few years.
