If you are talking about Schedule A, then it is virtually
CERTAIN that Line 2 is GREATER than Line 1. In fact, for
most people with insurance and average medical expenses,
Line 3 is also greater than Line 1, making Line 4 -0- Line 2
is your Adjusted Gross Income, if that is LESS than your
unreimbursed medical expenses, you probably have a deduction
- but no tax liability to reduce.

Default Itemized Deduction Worksheet

Is it even POSSIBLE for line 2 to NOT be less than line 1?
I cannot see how that could possibly be.
