If the employer chooses to assign the responsibility to someone who won't carry through on it, the employer owes the penalty. My predecessor had delayed payments by couple of days in his/her own wisdom, I would like to file an appeal before Appeals officer to consider abatement. The delayed payments were because of incompetence of my predecessor. Is this a reasonable cause to get penalty abatements? 1.
