I'm not sure what the question is.....

But Form 1099 doesn't need to be attached to your tax return
unless there is federal tax withheld.

An interesting point: My SSA-1099 and others which I have
copies of in workbook exercises all have printed at the
bottom (and highlighted) the following -- Do Not Return This
Form To SSA Or IRS. That seems pretty clear cut, and would
fit with the fact that IRS has access to SSA computer info.

However, the RRB-1099-R examples in workbook exercises (and
those I remember from past years' returns) all state very
emphatically -- "Copy B - Report this income on your federal
tax return. If this form shows Federal Income Tax withheld
in Box 9, Attach this copy to your return."

That also seems clear cut.

Of course, if you've received any 1099 with NO tax withheld,
the answer is simple: Do NOT attach it.

Presumptively, the rule would seem to be: If you do not
receive a "Copy B" and have tax withheld shown on a 1099,
then do not attach it. (And, in the case of the SSA-1099
*only* ... don't attach it under any circumstances.)

Form RRB-1099 reports an "alternate" form of Social
Security. You do not attach the form to your return UNLESS
there is withholding shown.
