Since unemployment "reaches back" a few years, it's possible
that if the taxpayer had the same employer but was
transferred recently to a different location before being
laid off, a prior state's program is responsible.

Well, according to Ed Zollers and verbal advice from the
Arizona Department of Revenue, unemployment income is not
considered "sourced" by Arizona, but it is taxable.

As California doesn't consider unemployment to be taxable,
it's not meaningful to ask if they consider it "sourced".

Who sent him the 1099-G?
Not unusual to have worked in NH and lived in MA. Collected
the MA unemployment, actually NH comp paid thru MA. The tax
is due to the Commonwealth.

Massachusetts does consider Massachusetts-paid unemployment
to be sourced income. I have the letter and cancelled check
to prove it. (I worked in Massachusetts for a Massachusetts
company, and lived in New York the whole time I worked there
and collected unemployment from there.)

Not necessarily. Arizona, at least, considers unemployment
compensation not to be "sourced" income.

Unless, of course, he LIVES in Massachusetts, in which case
he may be taxed on it (if MA taxes unemployment
compensation).

How did he manage to draw unemployment from a State in which
he did not work? Had he in a prior tax year worked in
Massachusetts?
