If you have custody, and otherwise qualify, there should be
no reason why you shouldn't claim the child.

Absolutely. I presume you mean you can claim her as a
dependent on your 2003 tax return, which you are filing this
year. (And you can count her as living with you for _12
months_ when you hit that question, even though she was born
during the year, since lots of ppl choke on that query).

A new baby born in one particular tax year may be claimed as
a dependent in the year they were first born. Since your
daughter was born in 2003, you begin claiming her on the
2003 tax return.

Yes. A child born at 11:59 p.m. on December 31 counts for
the whole year. See Publication 501.
