Form 2106 may be appropriate.

My suspicion is that because they are not giving her a 1099
and because you stated firmly that she is an employee (does
she do anything else for them other than drive the school
bus?), that she would have to take a Miscellaneous deduction
on Schedule A, subject to the 2% AGI Limit. You may need a
form 2106 as well.

This is my guess, and where I would start, given what you
have described.

I can't see a way to move this to a Schedule C which would
be more straightforward and, I suspect, more beneficial.

Default School Bus expenses

A new client owns her school bus, she is paid by the mile
for her expenses. The monies are reported to her in the w-2,
not separated. Where on the form 1040 do you deduct the
expenses.
