I would not consider it FOULED up, it is the way it is, and
has been for forty years.

Quality/Notice review catch letters generated in cases
where assessment proposal occurs concurrent/midcycle with
{Pending} address changes.

This situation happens all year long, and it is the Services
responsibility to properly notice as you stated.

For many years IRS computers have operated on an
anachronistic, tape-driven architecture. Under this system
the IRS masterfile normally is updated in weekly cycles.
IRS is working on a more modern replacement system called
CADE - the Customer Account Data Engine- but the
problem-ridden project is behind schedule and over budget.
So, for now and probably several more years into the future
IRS will be relying on its outdated masterfile system.

Each year during the first three weeks in January, the
weekly masterfile updates are suspended during a period
known as the "dead cycles." Durng the dead cycle period IRS
moves certain older files to backup retention systems and
installs the program changes needed to process current year
tax returns. If your address change was input over the dead
cycle period, it should post to masterfile as of Monday,
January 26, 2004. As of that date, the 2004 dead cycles are
supposed to be over.

Not really. Legally you are protected, assuming you have
documented when you filed the 8822 with the IRS, since they
are "on notice" about your new address and cannot now claim
they have sent any documents to your "last known address"
simply because their computers were too fouled up to let
them put the new address into the system <grin> .

Default Form 8822 not in the IRS's computers yet - any suggestions ?

I dropped off the 8822 (change of address) a few weeks ago
at my local IRS walk in office. I got a date stamped copy. I
called the IRS today, and they said 8822's are going to take
another week or two to get into the computer, because of
some computer changeover.

Any suggestions? I moved, and am now worried about getting
correspondence. (USPS mail forwarding is not working very
well).
