I suppose that if Congress REALLY wanted to promote efiling,
they would pass "preemptive" legislation that FORCES states
to accept federal efiling credentials if they (the state)
wish to participate in efiling at all.

One of the (many) things that prevent me from getting
excited about efiling is the potential range of problems I
could face in various states where I file less than a
handful of returns (3 in CA, 1 in NY).

I've been checking the rules because CA has started the
efile-for-all requirement this year (if we did over 100
returns last year, anyway). We've been Federally and
California approved for years.

We do some clients who have moved away but send their stuff
to us. And some who have out-of-state property (as rentals
in Hawaii).

So far, we can handle every situation (even Oregon since we
are not "doing business in Oregon") EXCEPT New York. Have a
client who moved to Colorado (Fed efile ok, CO efile ok) but
owns a farm rental in upstate NY. Would I have to get
licensed in NY to do a NY NR electronically? According to NY
- YES. Forget it.

A firm I previously worked for did not receive a renewal of
their NY approval due to unresolved issues from the previous
year. Their NY e-files were held in abeyance by the state
for several weeks until they finally resolved the issues and
were put back on the approved list.

Me too!! <g
One of the Gear-Up speakers claims that he efiles state
returns with no prior registration with the state(s) in
question and has never had a return rejected. In some cases
the state will (retroactively) ask for a copy of his federal
authorization, in others they ask for nothing.

However, I would note that his home state is CA (so he is
obviously registered there), and he has never specifically
mentioned NY. I point this out because CA and NY are the two
states that I would expect to be the most picky on this
point.

Thanks to the NY preparers. I keep rereading the NY
instructions and - for one single return - U.S. Post Office
gets my business.

You have to register with NYS. I think you can get the form
at their website (don't recall the form #)

Yes. You have to submit Form TR-584-MN before you can be
approved to e-file a NY return.

(of course for one return, you might consider the US Postal
Service ... )

CA. Checking the NY home page, it looks as though I have to
get formally approved by NY to efile a non-resident return
there.

Is that correct? Hard to read their rules.......
