NOPE, not unless there is something missing from your post
like settlement or actual release of the funds to your
control took place after May 2003.

Sorry, no. The change was not retroactive to any earlier
sales.

I sold my rental property about a month before the capital
gains rate dropped to 15% on May 6, 2003. Is there any way
or circumstances under which I could qualify for the lower
rate even though I sold my property about a month before the
rates took effect?
