Yes. You have to inform your broker before the sale, and
IRS regulations (not, IMHO, supported by law), specify that
the default FIFO (First-In-First-Out) rule apply unless the
broker sends a written confirmation.

Yes, you can. When you issue your sell order to your
broker, tell him or her which shares you want to sell. If
you use an online broker, you should still be able to
specify which shares.

Yes, assuming your broker provides a way for you to do so
(some online brokerages don't). The broker should also
provide a written confirmation of which shares were sold.

Suppose I buy 300 shares of XYZ in Jan 2002 and then buy 200
XYZ in March of 2003.

I now want to sell 200 XYZ.

Can I specify which shares?
