The form is there, just search for "prior year" forms.

On the IRS Forms and Publications page, go to prior year and
they have forms and publications back to 1992.

My brother got a notice that he might qualify for the credit
for retirement contributions. He has a 403b at work. I
went over it with him and he just snuck into the last
category for AGI. He already filed his 2002 tax forms.

The IRS (Treasury) site doesn't seem to have a 2002 Form
8880 so he can file an amended return. Anyone know where it
could be obtained?
