Which is why I usually recommend that returns be filed
whether technically required or not, and regardless of IRS
instructions on this point.

I had a similar question today. A former client who no
longer is required to even file tax returns, called to ask
what a form 4506 is. I explained and she said she needed one
in order to help qualify for free drugs. Can't remember
what the program was, but something to do with medicaid I
think.

Probably the agency is interested in income, or lack of it,
but even if a form 4506 is sent to IRS for several years, it
will only come back "no returns filed", which of course
doesn't prove no income.

(mumbling... beaurocrats!)

I had to get one recently in order to refinance my house. I
believe I just called the IRS 800 number and waded through
the menu tree. Got it in about a week. Transcripts are
free.

Dick, they can call 1-800-829-1040 and order a Record of
Account or Master File Transcript for the years in question.
Or they can fill out IRS Form 4506 and make the request to
the IRS address where they normally file their 1040's. Or
ask the folks at the toll free number for the mailing
address.

Dick, download Form 4506 from the IRS website (www.irs.gov),
fill it out and send to the IRS. Indicate all years that you
want the transcript for.

If you want actual photocopies of the federal tax returns,
it will cost you $23 each year.

After the first of the year, there will be two forms
available, 4506 and 4506-T, and copies will cost $39 each.

FORM 4506,

Request either accounts transcripts, which show the
assessments & credits on each tax year.

W-2 & 1099 income statements,

Both are free.

Try to get a live person at 1-800-829-1040 and ask, or get
Form 4506 off the www.irs.gov site and fill it in for the
years requested.

There is no charge.

But, with all due respect to Sinatra, you've gotta be you.
Or have a POA etc.

Up until this year, you could just walk into your
neighborhood IRS office and they'd just print one off for
you. No more.
