That depends: If the state tax was a jointly imposed tax,
then the answer is either: "NO" or "perhaps - see 'Injured
Spouse.'"

If the tax was imposed solely on him, they shouldn't be
taking it from her.

You should care about the child support - because it would
be wrong for the state to continue the garnishment (should
it continue) to collect the back support just to return it
to her.

Default I need state tax garnishment advice

My wife's deadbeat ex was supposted to pay $9,000.00 in Iowa
state tax as per her divorce agreement and didnt, (signed and
sealed by a district judge) he moved out of state and now my
wife's payroll check has been garnished for 25% of her wages
Do we have any recourse other than bankrupcy. He owed her
over $100,000 in child support and hasn't paid a dime either.
(we dont care about that].
