If the tax records you're referring to are copies of his tax
returns, IRS keeps them for 7 years, after which the law
directs IRS to destroy them. In rare instances, usually
involving ongoing examination or collection activity, the
original return may be kept longer than 7 years.

If all you wish to do is confirm whether or not your father
filed a return in 1979, IRS is able to do that. However, if
you're looking for information from his 1979 return it was
destroyed circa 1986.
