You're reinventing the wheel. We've done it all and you can
look at all the formulas for free at
www.edcosoft.com/qitc/html. What you want is in the 1040
worksheet in colulmn I starting at about Row 542, and the
Worksheet for line 53 is just above that if you have 25% or
28% gains in line 19 of 20. New 6251 is just above that.
Put in you tax status at the top and it'll calculate your
2003 taxes.

If Line 27 is more than Line 28, you are instructed to skip
Lines 29 to 39 and go to Line 40. In this instance, Line 30
would be blank and you would enter a zero on Line 41.

If Line 27 is not more than Line 28, you continue to Line
29. Line 30 will then either have a positive number or a
zero. If Line 30 is zero you skip to Line 40 and Line 41
would get a zero. If Line 30 has a positive number you
continue to Line 31.
