Was there some place where the test wasn't given on the
scheduled date in 2002? If so, I don't recall.

Either my addmission letter or the handout at the exam said
that the answers (and I assumed the questions, though I
can't remember whether it said) would be posted on the
website by Sept. 23. Of course that will be delayed because
of the postponed tests. The latest rescheduled test is
supposed to be Sept. 30.

They did last year, which is why the restrictions were
placed on this year's test.

Guidance regarding the impact of Hurricane Isabel on the
administration of the 2003 Special Enrollment Examination

This office has been monitoring Hurricane Isabel's impact on the
administration of the Special Enrollment Examination.

As of 8 a.m. EST, on September 22, 2003, parts 3 and 4 of the Special
Enrollment Examination have been rescheduled for the following sites:

Wilmington, DE - The examination will be administered at the same site
and at the same time, on Monday, September 22.

Richmond, VA - The examination will be administered at the same site
and at the same time, on Tuesday, September 23.

Raleigh, NC - The examination will be administered at the same site
and at the same time, on Tuesday, September 30.

New Carrollton, MD - The examination will be administered at the same
site and at the same time, on Friday, September 26.

Baltimore, MD - The examination will be administered in the same
building (room G-2-20, Ground Floor) and at the same time, on Tuesday,
September 23.

Bailey's Crossroads, VA - The examination will be administered at the
same site and at the same time, on Tuesday, September 23.

They can't let you have the booklets until the test has
been administered EVERYWHERE.

I understand it's because the test was postponed in VA and DE
because of the hurricane.

Your proctor did not explain the entire story. The reason
you could not take your books was due to Hurricane Isabel
and the fact that there could have been a delay in various
areas (and there was, Wilmington and VA Beach). As soon as
the test is complete in VA Beach (which is Tuesday), your
test booklets will be mailed to you. You should have self
addressed an envelope at the site.

The test will be posted at the IRS website, but I would
imagine not until next year.

I completed the first day of the 2003 SEE today and they're
not letting us take the question booklets out of the test
center. This used to be allowed, correct? It looks like
they're doing what the AICPA Board of Examiners did back in
1994 with the CPA Exam. I suppose this means that the IRS
won't be posting the questions booklets on their website
either, although they make the question booklets from '99 to
'02 available on their site.
