You can tell our CompuServe backgrounds <grin> , back where
quoting was generally *not* considered appropriate in the
old forums.

That said, if you simply want the choice of top/bottom
posting, Mozilla (and I presume Netscape, which is based on
Mozilla) offers the option to automatically position the
cursor at the top or bottom *AND* you set the default
differently for each server--so your news posts can default
to bottom posting while mail can default to top posting.

Apparently the workaround for Outlook Express goes something
like this: Hit the DELETE key to clear the empty line,
scroll down to the bottom of the quote, hit ENTER to add
blank line, and then begin typing. <g
But, a bit more seriously, this also demonstrates another
weakness of OE as a newsgroup reader, namely its
inflexibility when "quoting." Basically it's an "all or
none" proposition, and it appears to be set globally for ALL
reply functions (email, newsgroups, etc.).

Editing the quoted material can be a "pain." But (no offense
to anyone) it is also a "pain" for other people to have to
scroll through an entire quoted message (of, say, 4 or 5
paragraphs) simply to read your 2 line reply, and thereafter
remain confused as to just ~which~ point in the quoted
material you were responding to.

If I may suggest, turn the quote function OFF and then
simply begin your reply with a brief topical comment like:

"Responding to Ed Zollar's comment that "partners" can NEVER be
viewed as "employees," it is my understanding that..."

Be sure to include the NAME of the person you are replying to,
rather than simply using a pronoun, because replies occasionally
get out of sync and/or don't thread properly.
