In NJ, the program is administered by the Division of Medical Assistance and Health Services under the Dept. of Human Services. Their website is at http://www.state.nj.us/humanservices/dmahs/dhsmed.html Their manual on Medicaid is available in pdf format at: http://www.state.nj.us/humanservices...2010-71%20.pdf. You can find the definition of countable resources starting on page 50 of that manual. Here's the most important point: If NJ is anything like CA, where I am, or any other state for that matter, the average person will not be able to figure out exactly what is a countable resource. Here in the Los Angeles area, we generally refer individuals to a host of nonprofit agencies that provide help at no charge in applying for Medi-Cal (CA Medicaid program). Below is a link to a website run by a NJ attorney who specializes in this field. The link is not a recommendation as I have no knowledge about this firm.
