I can still get them via VITA and AARP/Taxaide coordinators,
but for my paid work everyone in the office phones the 800#
and asks for a Pub 17 and others. How this saves money I
have no idea, but someone, somewhere has a powerpoint slide
showing dollars spend shipping bulk Pub 17s before and after
the policy change. Far fewer bulk shipments.

That slide probably doesn't show # of individual packaged
and shipped Pub 17s.

Personal Gripe:

Pub 17 used to really be useful. Now it just acts as a big
set of pointers to other Pubs :-(

I believe all publications of the IRS (and other government
agencies) are freely available to anyone with a use for
them. In fact, I used to see Publication 17 (Your Income
Tax) on the stands with a new cover and a price tag!

No material produced by the federal government is covered by
U.S. copyright laws.

AFAIK all materials produced for public use are in the
public domain. For example, Pub 17 includes a mention that
all information may be reprinted freely. Look for a
copyright on the material. If it isn't there, you're in
business.

credit is due. Cite where information comes from.

This is one of the very few questions where the answer is
NOT "it depends". If the U.S. government produced it, it
is the property of the people, is not copyrighted, and is
available for all to use.

Are materials posted on the IRS Web site available for use
by tax professionals in seminars and workshops? I know the
standard forms & pubs are generally uncopyrighted, but what
about other items such as the small business workshop
materials?

I ask because I'm scheduled to provide some small workshops
this fall, and would like to be able to avoid recreating the
wheel as much as possible.

Any input is appreciated.
