Because that is an exact copy of what my firm mailed to the
irs for the benefit of the client. The other file is
control, e-file, purposes. Since we normally do not retain
copies of client W-2 and the irs now requires that we
retain the b copies we decided to keep them in the 8453
control file.

Of course, you don't mail 8453s to Andover unless accepted,
but why put a signed copy in the client file? That is what
I am questioning.
