But you have to have enough to drag them into the courts.
They know the little guy cannot afford this route.

State, national nor planetary boundaries have never impeded
California from seeking to enforce their law and regulation!

I wonder how they plan to enforce it on out of state
preparers. I would fall under their minimum filing number
requirement but I am sure there are preparers in Nevada and
Arizona who file over 100 CA returns a year.
