Well, speaking for myself, I wouldn't necessarily quibble
about the tax treatment at the time I made the tip. For $15
million, I figure I could take the money and then just hire
Ed Zollars to handle the tax aspects.

I think he'd be more interested in whether the US would
really pay him or not. The USA has typically dragged its
feet on paying awards. Look at the IRS as an example, they
do offer rewards for tax cheat tip offs, but rarely pay, and
if they pay, never what people expect.

A generalization, not a case-by-case example, but overall
the USA has a pretty bad track record when it comes to
reward payments....

What does that matter? Even if what he gets is net of
taxes, he's still ahead.

Maybe not in this case. It appears that the informants very
nice home was blown away in the process. I'm assuming that
the reward also compensates him for the loss, and since
there is no way he can be anonymous, his whole family will
have to remain in hiding to some degree forever. It takes
a lot to compensate a well to do family for that.

IMHO We got our money's worth, if it even was our money to
start with.

My understanding is they are tax-free to Iraqis and they
will be paid in cash. I suspect the cash will come from
the treasure trove found in the palaces.

IMRHO: $5 million would have been just as effective.
