Short of a FEDERAL change by the IRS, I don't see under what
authority they are acting to make the change you describe.

I concur; you may need a professional to look this over.

I suggest you let a CPA or EA look over your return and
they'll be able to assist you in getting the rest of your
money if the State owes you any.
