I submitted this on Tuesday, July 8, but it failed to make
the latest batch of postings for some reason.

The IRS walk-in offices, aka Taxpayer Assistance Centers
(TACs), are trying to implement a number of policy changes
right now. It's my experience that whenever an IRS function
is in the throes of major changes policies sometimes get
implemented unevenly, maybe even capriciously, from place to
place.

When asked recently about whether walk-in office personnel
still provide copies of information returns, the TAC
employees I interact with on a day-to-day basis tell me they
continue to provide them. It's possible that walk-in office
management in 'Bama has a different interpretation of the
new rules, but here in the northwest the biggest change is a
cessation on providing over-the-counter transcripts. Out
here, transcripts are not being construed to include Forms
W-2 / 1099.

Harlan, it depends on your area. Here in York, we have
until September, but down the road 4 hours away in
Pittsburgh, you cannot go in and get a transcript.

I would love to send a client to local irs office though to
get these 1099's.
