Form W8BEN, and instructions, can be downloaded at
http://www.irs.gov Most, if not all, of your questions
can be answered by the information in the instructions.

You can get the instructions at
http://www.irs.gov/pub/irs-pdf/iw8ben.pdf
and the form at http://www.irs.gov/pub/irs-pdf/fw8ben.pdf.
The instructions may answer you questions about US taxation
of your transactions.

I suggest you direct your "why are you doing this" questions
to the organization doing it.

Actually it's a very old payment technique known as having
audit-acceptable identifiers for all your payees which means
if they want to expense payments made to you, they need to
be able to identify you to a tax auditor.

Who said you were going to pay any U.S. taxes?

Just be grateful the State of California isn't asking you
for information.

They said I need to give TIN and fax the W8BEN. They said it
has something to do with the new payment technique or
something.

1. What is W8BEN?
2. I am not an American. I am not an American citizen. I do
