I'm not sure, but this might the one used when you select the File-> Repair
Money file option on the toolbar within Money

Default Updated Salvage utility!

There's a new salvage utility in Money 04, which actually seems to
work! Amazingly, it no longer reports "broken records" in every file
it "fixes". It runs just like the existing salvage in Q274584, so
it works on earlier versions.

It's installed in the Microsoft Money\System folder, I found it after
installing the trial version. Or, it can be extracted from the cabs if
you fish a little. The files needed are in money.cab inside the trial
executable:
salv.exe
j3salv.dll
rsalv.dll
msisam10.dll
msuni10.dll

I don't actually have a damaged database to try it on, but it
certainly rewrites the database substantially. My file initially
grew to about double (22MB-> 40MB). Opening it with Money and
closing restored it to about the initial size. I'm still experimenting
with the results.

Approach with care, of course - but if you have a damaged file that
doesn't work any other way, give it a try and let us know.
