No. You can add it as an "other" entry (other as opposed, I suppose, to
something scheduled or autobudgeted) in the category you want.

So I have to make a new sub budget category to put the proposed income into
for budgeting?

So if I want to project increased income over time there's no way to do it?

Yah, that's about the only way to do this. The edited "other Cat:SubCat"
Budget entry doesn't care where the money is coming from or going to except
by category.

Go into the Budget Planner, Edit the budget, go to the category in question,
Edit the "Other income for [category in question]" line and tell Budget
Planner about the amounts it isn't figuring out from history/scheduled
transactions.
