Try re-registering the 'msxml3.dll' file with by using the regsvr32 command

Start | Run then type 'regsvr32 msxml3.dll' and click OK

I have tried to reinstall and still get this message. I
cannot open the program and I do not have any stock
options in the program. Thanks
