Well, I can't tell you exactly what to do - you might need to ask in a
windows group, but there could be a couple of things.

Check that you don't have any restrictions in the 'do not run specified
windows programs' option in the Local Security Policy

If you're in a domain, check the Group Policy Objects to see whether there
are any restrictions there.

Turning on auditing might help, as that might throw up an error in Event Log
which gives more details.
