Cash Flow is shown by account, not category. Cash Flow gets its information
from transactions already in accounts and scheduled transactions. In
addition, where budget categories are associated with accounts or where the
last transaction for a given category is associated with one of the cash
flow accounts AND you have the cash flow customization set to include the
budgeted items, then the budgeted items should show up in Cash Flow. Check
the settings at Customize cash flow | Budget items. (Note this is in M04.
You do not cite the version of Money you are using. This is almost always
relevant information for a post requesting help.)

You say you've tried removing/adding your income information, but you give
no hint where it is you've tried removing/adding it.
