If it's not prompting you, and just trying to match in Money, then possibly
the Windows Explorer association is defaulting to the Money Import Handler.

Tools-> Folder options-> File Types
Select the OFX filetype and the 'confirm open after download' option to get
it to ask you what to do.

What happens when you try to download? Have you tried reinstalling Money?
