Been getting the same behavior -- I get the "SMRTINET.INI" error when
I do an online services update in M04, but if I immediately repeat the
update the problem goes away (or is not reported the second time.)
There doesn't seem to be any info available yet about this problem
(other than what's posted in various newsgroups.)

I started getting this message a few days ago. I simply
run the update again and it always fixes the problem.

Probably some bug on their end.
